11.  AUDITORIUM PROJECT – ARCHITECT’S Vitus Bering will provide an update on the plans for

RELATED TO SALE OF BONDS FOR related to the sale of bonds for the auditorium, as

13.  INITIAL PROPOSAL – 2012-13 MASTER The initial proposal of the Board of Education, for
CONTRACT – KNOXVILLE BOARD the 2012-13 Master Contract will be presented.

14.  ATHLETICS REPORT Mr. Crawford will provide information related to
CODE OF CONDUCT – CONSIDER/ proposed amendments to Board Policy 502.4, 
APPROVE POLICY AMENDMENTS “Standards for Participation in Athletics, Arts, Clubs,
(POLICY 502.4) and Organizations”.  Amendments should be 
EMPLOYMENT OF COACHES approved that provide clarity to the policy.  
SUPPORT, SUPERVISION, AND Proposed changes are provided with this packet.  The
EVALUATION OF COACHES board should also discuss the process for reviewing 
the policy and discussing further revisions.  Mr. 
Crawford has provided a list of additional items the board may wish to consider.
 
RECOMMENDATION:   Approve the amendments to policy 502.4, 
“Standards for Participation in Athletics, Arts, Clubs, and Organizations”.

Mr. Wilson will provide information about processes used to hire, support, supervise, and evaluate coaches.

15.  DISCUSSION – “DEAN OF STUDENTS” Dr. Flack will provide information about an 
POSITION alternative to the employment of assistant principals.
Some school districts employ “Deans” who are responsible for student discipline, assist with teacher evaluation, and address other student-related issues.  Information will be presented at the meeting.  Job descriptions for deans in another district are provided in a separate attachment.
 
We would like board members to let us know if they would like to learn more about the “dean” approach or if they wish to continue having “assistant principals” at the secondary level.
 
 
 
 
 
 
 
 
16.  DISCUSSION – TENNIS COURTS In 2007, the Board of Education entered an 
agreement with the City of Knoxville for the shared use of the tennis courts at Young Park.  The district was granted first access to the tennis courts for physical education classes and for the varsity tennis programs.  In exchange, the district agreed to provide facility maintenance for the nets and court surface.  Maintenance and care for all surrounding facilities is to be provided by the city.
 
The agreement included the following statement, “However, during the term of this Agreement, the City promises to take all reasonable and necessary steps to obtain authority from the United States Government, or appropriate agency thereof, to transfer title to the property known as Young Park Tennis Courts, limited to the tennis courts, perimeter fence, and basketball court.  Once such authority is granted, the City and KCSD will promptly take all reasonable steps to transfer title to KCSD.”
 
The agreement is in force through 2017.
 
During consideration of the agreement, board members expressed the opinion that ownership of the tennis courts should be transferred to the school if the school was going to continue to be responsible for the maintenance of the courts.  Future maintenance may include repainting the tennis courts, replacing the fence, removal or upgrading lights, or replacing the playing surface.  The basketball court (southeast corner) is an area that experiences damage due to water and poor drainage.  The entire east side is prone to cracking due to water issues.
 
I have recently discussed the tennis court agreement with City Manager Harold Stewart and Council representative Carolyn Formanek.  They would like to know if the board wants Mr. Stewart to continue in the effort to transfer ownership of the tennis courts to the school.

17.  BULLYING AND HARASSMENT WORKSHOP The district will provide bullying and harassment
AND ASSEMBLY workshops and assemblies for staff, students, and
Parents February 23.  A schedule is provided.  The assemblies are sponsored 3M Knoxville.
