Serving as a Wayne County Supervisor for six years, I learned that the decisions we made at the board table played a significant role in the lives of our neighbors, family and friends. Our county elected officials are the boots on the ground for all Iowans concerning government. It was through that experience I learned the value of listening to constituents, and being their voice to make a difference.

 

Your voice is very important to me. I believe that a government closer to those it serves is more responsive and more efficient.

 

This week was County Day on the Hill. It was great reconnecting with many of my former county elected officials from Senate District 14 and across Iowa. We discussed many of the challenges our local governments face. As Ranking Member of the Senate Local Government Committee, I wanted to hear from as many of the county officials from the state as I possibly could. They shared their concerns about property tax reform, infrastructure needs and achieving as many of their priorities as possible with limited funds.

 

It was through these conversations I heard a common message from the county officials. They want the state legislature to ease the burden of unfunded mandates. And, I couldn’t agree more.

 

Unfunded mandates are laws passed by the state with the expectation the local government shall pay for the cost of implementation. In other words, property owners – YOU - are responsible for footing the bill. I will work hard to make sure that laws passed by your legislature are relevant and pay attention to the needs of each citizen with an eye on the unintended fiscal consequences.

• Governor includes Marion County in disaster declaration
  Governor Terry E. Branstad today issued a third proclamation of disaster emergency in response to recent storms and flooding in south and southeast Iowa. Fifteen counties are included in this proclamation:  Appanoose, Clinton, Davis, Decatur, Des Moines, Jefferson, Keokuk, Lucas, Marion, Monroe, Ringgold, Van Buren, Wapello, Warren and Wayne.

• Flags ordered at half-staff on Friday

  Gov. Terry E. Branstad has ordered all flags on the Capitol Complex be flown at half-staff from 8 a.m. to 5 p.m. on Friday, May 10, 2013, in observance of the Iowa Peace Officer Memorial Ceremony which is to be held at 10 a.m. on Friday, May 10, 2013, at the Oran State Office Building of the Iowa Department of Public Safety.

  This year’s legislative session was scheduled to last 110 days. We reached that mark on Friday, May 3.  Though we are in the final days of the first year of the 85^th General Assembly, our adjournment date remains uncertain.

• Branstad approves commutation request

  Gov. Terry E. Branstad today granted Rasberry Williams’ commutation request. Williams, age 67, committed first-degree murder on July 20, 1974, in Black Hawk County. A jury convicted Williams of first-degree murder and he was sentenced to life without possibility of parole.  Today Governor Branstad commuted his sentence to life with possibility of parole.

• The Sinclair Report

  Recently, I was approached by a constituent at a Knoxville forum. He asked if I had a moment to discuss issues he was passionate about that have yet to be debated at the Statehouse. I was reminded of this conversation during a conference committee meeting on education reform this week. During that meeting, we spent an hour nibbling around the edges of the issue without ever coming to a consensus. Worse than that, we never even had conversation regarding the heart of the issue on education reform.

• Heartsill Report

  Last week witnessed some pretty important dates for Iowa taxpayers.  Clearly, the most obvious date was April 15, the deadline for all taxpayers to file their federal tax returns.  Just a few days later, April 18, marked an occasion known as “Tax Freedom Day”.  Tax Freedom Day is the day when the nation as a whole has earned enough money to pay off its total tax bill for the year. Tax Freedom Day provides Americans with an easy way to gauge the overall tax burden that we share.
