According to a press release issued March 14 by the Iowa Board of Medicine, Stephen E. Sparks, M.D., a 58-year-old physician who formerly practiced family medicine in Bloomfield and currently practices in Ft. Madison, had the terms of his probation terminated by the Board on Feb. 11, 2013.
On March 10, 1987, the Board placed Sparks on probation for a period of five years subject to counseling and Board monitoring for substance abuse. Sparks successfully completed the terms of probation on March 10, 1992.
On April 25, 2003, the Board placed Sparks on probation for a period of five years subject to counseling and Board monitoring for substance abuse. Sparks successfully completed the terms of probation on April 25, 2008.
On April 2, 2009, the Board charged Sparks with engaging in a pattern of unethical or unprofessional conduct and sexual misconduct in the practice of medicine when he made inappropriate sexual comments to female co-workers and patients on numerous occasions and engaged in sexual relationships with one or more female patients.
On Feb. 11, 2011, Sparks entered into a Settlement Agreement with the Board to resolve the pending disciplinary charges. The Board issued Sparks a citation and warning and ordered him to pay a $5,000 civil penalty.
The Board also restricted Sparks to a Board-approved practice setting and ordered him to complete a Board-approved professional boundary evaluation and education program.
The board also placed Sparks on probation for a period of two year subject to counseling and Board monitoring.
Sparks successfully completed the terms of probation on Feb. 11, 2013.
